Standardized Header and footer. Need roughly 6 pages styles created for the middle frame and tied to a database to pull from and add data for thousands of categories. I think PHP makes the most sense for this but am open to other platforms.
A graphic designer would provide all the images and layouts and work with you on aesthetics.
Prefer someone local to the DC area.
