We provide a free location based emergency alerting service to the public here in Australia. I'm looking for a mobile phone application/s we can provide our members for GPS enabled devices that will report a cell phone ID and long/lat to our server. At the server we integrate that into our alerts database which also includes fixed coordinates. A description of our system

This project can be broken up starting on most popular devices first. If we could exploit Google Latitude and use that to pump in the lat/long and number into our system that would be fine. You will see how this is done in the PDF
