I am interested in learning programming as a hobby. I am particulary interested in learning how to develop a program that i can use to control the windows interface. I have not figured out what program language to use for this since i have no idea what language would be used to do this. I picked up some Visual Basic books but I couldn't find anything there the matches what i need. I'm not actually sure of the specifics of the program since my goal is to learn programming so i am making up the details of the program as i go along in order to learn as much about this type of programming as possible.
For example, I would like to be able to control the use of windows functions and or programs while my secretary is doing office tasks. In other words, if the payroll is not done by 11am then the payroll program will open and no other window functions will be able to be used until that task is completed. I would like to be able to do that with email, or billing etc. If someone is interested, i could explain in further detail.
I don't know how to price this type of work either but I figure if i took a class it would cost me about as much as i have listed as my budget.
I would need the programmer to give me a few guidlines as to what information would be needed by him/her from me to further explain this idea.
I am guessing that this would be done in several phases, maybe a few small projects over time and the budget may increase.

In fact it doesn't really matter what language you use  I have a lot of experiences in programming (various languages) and also in testing of software. So I see not only the dvelopers view, but also the customers view.
